A fetch triggered by a refs announcement fetches the announced
`rad/sigrefs` of each remote in the announcement. That stage filtered
blocked remotes out of the advertised refs, but still asked for their
`rad/sigrefs` and prepared updates for them. The remotes were then
handed to the data stage, which fetched their refs, and validation
