cli: Propagate exit code of external commands
`rad <name>` runs `rad-<name>`. If that command fails, `rad` prints
"Error: `rad-<name>` exited with an error." after the command's own
output, and exits with code 1 whatever code the command exited with.
Scripts cannot tell failures apart, and a command whose normal result
is a non-zero exit code gets an error line appended.
Exit with the code of the external command and print nothing, like
`git <name>` does for `git-<name>`. If the external command is
terminated by a signal, exit with 128 plus the signal number and report
the signal on standard error, unless it is SIGINT, SIGQUIT or SIGPIPE,
which is also what Git does.
