cli: Disconnect from a node when blocking it
`rad block <NID>` wrote the follow policy to the database directly. The
node only consults the policy when a connection is made, so a session
with the blocked node stayed up until the next connection attempt.
Send the block to the node through its control socket when it is
running, as `rad follow` does for follows. The node sets the policy and
disconnects from the peer. When the node is not running, write the
policy to the database as before.
