      A wrong merge target could not be corrected. `rad patch edit` passed
      the existing target straight back, and `patch.target` is ignored on an
      update push, so `rad cob update` with a raw `edit` action was the only

      Whenever the target had no reference in storage it would fail.
      A branch only gets a top-level reference once a push to it reaches
      quorum, so this hit every target without a canonical rule, and every
