radicle: validate symrefs independent of key order
`SymbolicRefs` validated one entry at a time, in key order, so a symref
targeting another symref had to appear after it. An identity document is
written as canonical JSON, which sorts the keys of every object, so a
reader never sees the order the author wrote. A chain could therefore be
written and signed, and never read back.
- Validate the whole set as a graph, so key order carries no meaning
- Store targets as written and derive whether one ends a chain, since a
target is an intermediate link precisely when it is also a name in the
set
- Drop `Target`, `reclassify_targets` and `is_reachable_from`, which only
existed to maintain that classification incrementally
- Use a `BTreeMap`, whose sorted iteration matches canonical JSON
- Replace `deserialize_order`, which asserted the rejected order, and
rewrite the classification tests to assert resolution instead
